If you do decide to use Desmond Humboldt, the following links might provide some inspiration - not that I'm equating Marcus Garvey with Humboldt, but there's some potentially useful background on how a black leader might come to power on the strength of a "Back to Africa" movement. At one point, Garvey was working with the Klan to ship his people back to Africa - he claimed that at least he knew where he stood with the Klan. Strange bedfellows, indeed.
