INTERPOL

INTERPOL was started in 1914 and has its General Secretariat (headquarters) in Lyon, France , it is not an operational police entity. It has no working police force and no international agents who work across other countries' borders.

Urban myth has it that they do have police forces and perhaps paramilitary units, I'm going to go looking for that stuff.
It seems a little strange that were started during (?) the first world war, apparently their records were seized by the Nazi's during WWII, just what were they looking and what did they find. Certain ageing shadowy figures in the Interpol Hierarchy may have some special interest in those members of the Karotechia who may have seen these records, which explains the formation of Taskforce Libretto.


INTERPOL has no powers of arrest, or search and seizure in member countries. Instead, INTERPOL is an organization whose purpose is to facilitate, coordinate and encourage police cooperation as a means of combating international crime. This is accomplished through a worldwide network which links the police of 176 countries that comprise the INTERPOL membership .

INTERPOL provides assistance to the law Enforcement community. The police of any member country can communicate with the police of any other member country using INTERPOL's four official languages: Arabic, French, English, and Spanish. Article 3 of its Constitution sets forth INTERPOL's aims:

(a) to ensure and promote the widest possible mutual assistance between criminal police authorities within the limits of laws existing in the different countries and in the spirit of the Universal Declaration of Human Rights; and
(b) to establish and develop all institutions likely to contribute effectively to the prevention and suppression of ordinary law crimes.

INTERPOL's constitution forbids it to make any pronouncement or to undertake any activities of a political, military, religious, or racial character.

This mission is accomplished through the cooperation and coordination made possible by a network of National Central Bureaus (NCB's), one in each of the member countries.
Each NCB is staffed by the member country's own law enforcement personnel and serves as the country's point of contact with other member countries and with the INTERPOL General Secretariat.

The NCB's are linked via INTERPOL's worldwide telecommunications network.
This facilitates police-to-police interaction on all types of criminal investigations ranging from simple criminal history checks to complex matters including drugs and weapons/explosives trafficking; fraud and economic crimes; murder; terrorism; the location, apprehension, and return of fugitives; theft; victim identification; and weapons and explosives tracing. All information transmitted via the INTERPOL network is for police and court use only.

Another part of that modernization effort was the creation, at the beginning of 1993, of the Automated Search Facility (ASF). The ASF allows NCB's to query INTERPOL's central database of information provided by the NCB's. Information in INTERPOL's ASF is available only to law enforcement.
Access to such information is stringently controlled.
This is the sort of thing that DG agents would give their eye-teeth to be able to access, possible missions include stealing access to a secure terminal used to access the ASF.

Interpol has no direct links with the U.N. being an entirely independent organization, however, officers of Interpol have spent some time as observers during U.N. Discussions of an International tribunal for trying cases of war-crimes and genocide. As the conflict in the former Yugoslavia and Rwanda has generated many such criminals, the creation of such a court has accelerated considerably (it was first discussed in 1948 after Nuremburg!), and i twill be signed and ratified on 31 December 2000.

Therefore, the U.N. and Interpol (a good organization to supply evidence for such trials) have been getting closer and closer, for the purposes of Emerald Hammer, this will be seen in a large grant and a mandate from the U.N. to begin passing information regarding internal race-crimes.

To the paranoid among you, this could also be seen as the first steps of the U.N. to co-opt Interpol as an investigative and eventually enforcement body!
