Working his way up from the bottom in the BGS, Manninger eventually found himself as a GSG-9 team leader, and remains a legend in that organisation to this day, having been involved in most of their greatest successes over the years. Manninger’s last operational mission occurred in 1988. GSG-9 were stalking a hard right activist called Martin Heffer, thought to be behind a string of bomb attacks in Hamburg, including a youth hostel in which thirty three Turkish immigrants were killed. Enough evidence had been accumulated to arrest Heffer, but Manninger also wanted to collar whoever had supplied his explosives. Heffer was tracked to a warehouse district where he met with two shadowy figures. Using sophisticated surveillance devices, Manninger was able to listen in on the conversation- and realised the two figures were not talking about explosives, but were attempting to recruit Heffer for ‘bigger and better things’. When they started to tell Heffer exactly what they had in mind, Manninger fought back the revulsion and ordered his men to take them. One of the shadowy figures suddenly transformed into some kind of horrific creature that tore into the GSG-9 commandos. Heffer was killed, along with three of Manninger’s men, before Manninger personally dispatched the shambling monstrosity with incinderary grenades. The other shadowy figure escaped and was never heard from again.
Manninger officially ‘retired’ from GSG-9, transferring sideways into the BKA, where he felt he had a better chance of pursuing the two mystery men. Whoever they were, Manninger had heard enough to be convinced they were part of something much larger, much more evil. Over the ensuing years Manninger has manoeuvred himself into a position of authority in both the BKA and Interpol- for whom he is currently the BKA’s chief representative. During this time he has accumulated enough evidence to convince his superiors that they face a well-organised hard-right terrorist group with an international, rather than a domestic scope. As such, he is one of the driving forces behind the LiBretto task force.
Manninger is oblivious to the existence of groups like Delta Green and PISCES although assumes that there will be unofficial groups of agents in intelligence and law-enforcement that are aware of this hard-right group’s paranormal capabilities. It was his attempts to locate such individuals that brought him to the attention of Delta Green, who have put him in touch with various agents for the purpose of information sharing whilst keeping their own existence a secret.
Manninger will be the agents main point of contact whilst in Germany- all requests for information or assistance will come to him- either directly or through his subordinates (such as Kahn). Although he wields considerable power and influence, the agents should notes that he is not omnipotent, and does not have the resources available to Delta Green to cover up ‘indiscretions’ and other abuses of power.

Physical Description: Manninger is a large and powerful man, with steely grey eyes and closely cropped grey hair. He is not quite the physical powerhouse he was when serving with GSG-9, but would still make a formidable opponent in combat. This is something he manages to convey through his physical presence quite well.
