"By 1956 Delta Green was satisfied that the last members of the Karotechia had either been slain or had died from mishaps, old age, and disease."

DELTA

OLD ENEMIES

AGENT JAKOV ROSENBERG

Agent Rosenberg is tired, he's been on the run for twenty years, not only from his enemies, both mundane and supernatural, but from his friends too.

BACKGROUND

Jakov Rosenberg is an American/German Jew, born in Germany, who's parents emigrated to America soon after. He grew up in New York during the depression, and entered the armed forces a few weeks before America Joined the second world war. He signed up with the army, worked exceptionally hard during basic training, and graduated from Parachute and Ranger schools (?) eventually being posted to the 101st Air Assault Division. He was flagged during training as a person to be trusted with confidential information, and after several secret operations, he graduated into Delta Green and was involved with several "extraction's" of Karotechia personnel.

Come the final days of the war, when it was learnt the Karotechia were planning to unleash a Ragnarok of their own if they could not win. Agent Rosenberg (no need for code names in those days, Delta Green was still a legal, if hidden, war on the occult) was re-assigned to operation SOUTHERN HOSPITALITY, and ordered into the field with a hand-picked team to hunt down Karotechia members and deny them their victory in defeat.

OPERATION SOUTHERN HOSPITALITY

War Photo This operation was intended to ensure that there were no members of the Karotechia survived anywhere. ROSENBERG was one of the members of Delta- Green that pushed for the project, and he was gratified when his commanders gave the operation a green-light.

He was placed in charge of a team of hunters, Rangers mostly with a few infantry-men as cannon fodder. None of them were Delta Green clearance, but each was a trusted soldier, who had been granted temporary security clearance to fit their cover story - they were hunting down Nazi scientists and war criminals to ensure that none escaped, or were picked up by the Russians instead.

Rosenberg witnessed some of the horrors that these men had planned to unleash on the world, and he personally shot two of his own men who had gone insane or were possessed by the creatures the Nazi's had called up. He spent three months hunting, and caught one Karotechia scientist, and supervised the assassination of two officers.

FOLLOWING UP

Jakov continued the chase for individual members of the Karotechia, in this crusade he first met the Nazi Hunter Simon Weisanthal. They had some little contact, and in the coming years, Rosenberg came to admire Weisanthal for his perseverance, particularly in the face of US military ignorance, and pity him for his non-violent means. Rosenberg had his own techniques, and although he turned over a handful of escaping Nazi officers to the authorities, more than on Karotechia official was "shot whilst trying to escape".

COMING HOME

In 1949, when he finally came home to the US, Rosenberg was exhausted, physically, and emotionally, he had been through the worst of the war, and then fought the Mythos as well. He needed a rest. He applied for and was granted (by DG) a leave of absence, and immersed himself in teaching others the skills they'd need to survive a further war.

On June 30th 1950, US troops were ordered into Southern Korea to save it from the Red menace, he was so tired of occult evil that he just wanted to fight an enemy he could see. He volunteered to be posted at the front. He was accepted. During his time there, he was reminded just how evil human beings could be. He saw torture and death that the Karotechia had only dreamed of unleashing.

Coming back from Korea, he continued to push himself hard, contacting his old Delta Green friends, he tried to get himself assigned to the officers involved with chasing down the Karotechia. He found a very different organization to the one he left. The hunt was being wound down, despite nearly a dozen Karotechia scientists and officers being left on the run. The organization appeared to be tiring of it's chase, and thinking that a dozen men and women could be no threat to the free world, they were relying more and more on the efforts of volunteers and unknowing police or military forces.

He lobbied for some time to get the hunt re-started, but eventually, in 1956, the hunt was declared complete, and the Karotechia's post mortem began, as agents were recalled and began to comb through the papers and equipment they had left behind.

Agent Rosenberg was distraught, he had at least six cases where there was only a fifty-fifty chance that a kill could be confirmed. He tried to continue the hunt on his own, but was ordered to leave well enough alone.

Delta-Green pulled strings and had him re-assigned to U.S. Soil, away from the Berlin post he had wanted. He responded by writing to those involved in war crimes investigation, lobbying for the re-opening of several cases in which he had evidence of the Nazi's survival. DG retaliated getting his security-clearances revoked, and then making him a boot-camp instructor in the southern US, well away from most of the political power in the country.

He went AWOL, after stealing the contents of a Delta Green storage facility; a pickup truck's worth of files on the Karotechia. He killed two men doing it, an army clerk and a DG friendly who had been keeping the records safe. The army issued a warrant for his arrest for desertion and murder, [??HOOVER's??] FBI were brought in, and Delta Green advised all agents that he was considered mentally unstable, and that it was extremely important that he be prevented from telling his story to the authorities and handing over any of the stolen evidence.

Five years later when he shot and wounded a DG-friendly who tried to 'apprehend' him, he was declared out of sanction, and A-CELL Issued orders to the then "AGENT ANDREA" to remove him.

He ran, long and hard, and Delta Green never caught up with him, he caught one more member of the Karotechia in the intervening years, and arranged for him to disappear off the face of the planet. He has fought neo-Nazi's whenever they cross his path, and tried to foil the enemies of Israel. He considers his catch justification for all the other things he has been forced to do whilst on the run.

And now, he lives in quiet contemplation, running a second hand bookshop, and making enough money from that and his Black investments to survive. He spends his days reading the papers, keeping up on possible signs of occult infestation, and corresponding with a number of like minded people around the world. Recent events in the news have begun to peak his interest, particularly those in Britain and Oklahoma, and he suspects that an old nightmare may be coming back to haunt him...

CURRENT COVER

He has been living and working San Francisco for the past few years, being careful to keep as low a profile as possible. He runs a pre-owned bookshop, selling used novels and comics, and the odd occult or conspiracy- theory classic. He's tired now, 72 years old an feeling it, he's very fit due to having to run for most of his life, but it's bearing down on him emotionally, he's just about ready to consider the fight over. The rediscovery of the Karotechia will at first torture him, and then revitalise him, he will re-discover his will to fight,

RESOURCES

He legally owns a pistol, a .380 Beretta pocket pistol he keeps in the shop, and only carries when he transfers money to and from the bank.

He knows where there's a old P-Division Green Box, a WWII arms cache waiting for the Japanese Imperial Navy to invade the SF Coast. He has contacts with the Simon Weisanthal Institute, and has often fed them information on the mundane Nazi's he comes across in his search for members of the Karotechia.

He currently owns and runs Rosenberg's Books a small second hand and occult bookshop nestled away in a San Francisco side-street.
It provides him with a legitimate cover, and a living.

INTRODUCING AGENT ROSENBERG

It will be some time before he can trust them enough to give them information, but when he does, he can reveal some startling things about the Karotechia, their history and motives. He can also show them what happens when DG deems you to be more of a risk than an aid, and what they will do to you if they have to.

Speaking to Agent Rosenberg has a price, agent Andrea is more likely to view the agents as an obstacle if they try to protect him, and it gives them more of an insight into the paranoid world they have joined.

ROSENBERG's GREEN BOX

After the Bombing at pearl Harbour, certain elements within the Department of War (NAME in 1940?), became worried that a large scale invasion of the continental United States might be a possibility, particularly when the war in Europe continued to go badly for the allies.

To offset the possibility of German/Japanese invasion of their soil, they placed small caches of arms, enough to outfit an infantry platoon here and there behind enemy lines. They then covered their tracks and removed paperwork from the national guard armouries where the gear was requisitioned, and ordered those in the know to forget about the items.

Most of them were recovered after the war, but Agent Rosenberg happened across one in a San Francisco basement a few years ago, still being rented by the US government, although nobody has any idea of the contents.

He's taken a few things now from their now and again, but most of the original gear lies mouldering in the smelly basement, rotting combat smocks, vulcanised rubber gas masks. slowly decaying grenades, you name it. It's his own personal Green Box.

Rosenberg's Books

A small two story shop nestled away in a side-alley somewhere, just on the edge of some of the more exciting area's of downtown San Francisco. Rosenberg's books specializes in cheap, pre-owned books and comics for the masses, and in hard to find special orders for the more discriminating customer.

It makes enough money to provide him with IRS-Approved (tm) finance, and it gave him a perfect excuse to keep up with all sorts of strange and esoteric journals. These days he doesn't bother so much, he's settled into his role as a shop-keeper, now he wears a suit jacket with leather patches on the sleeves, a scarf, and knitted gloves with the finger-tips cut off. He's calm and almost able to forget the things he saw in Normandy and Eastern Germany.

The ground floor contains popular novels and the like, and a small counter behind which sits a three-bar, electric fire and Jakov, reading the newspapers and keeping a careful eye on the skateboarders who come to steal comics.

The till is an antique in it's own right; he only takes cash, no cheques, or credit cards. A strip of velcro under the counter holds a Berretta .380 pointed at the door, and a strategically placed mirrors and a camera allows him to keep an eye on the upstairs, whilst the basement is monitored with a pair of video camera's. All the camera's record, but he uses the same tapes over and over. Sometimes he forgets to change them when they run out.

A complete run of the Survivalist can be found in the Science Fiction and Fantasy section just above the stairs to the basement, strangely, every time somebody buys one of the series, it replenishes itself.

In the basement he keeps more serious reading matter, including occult books and anything that deals with conspiracy theory. There is a small office just underneath the entrance, which Jakov works and sleeps if he has a particularly interesting bit of intelligence. He has an antiquated Pentium I.

The Mysterious Agent Andrea
DELTA

AGENT ANDREA

COMMUNICATION WITH ANDREA

Communication with Andrea is _never_ face to face unless you're in Cell A, or you're one of the mysterious cleaners. Dead letter drops, encrypted email bounced through five or six anonymous re-mailers, etc. She likes her Tradecraft, and practices it at any opportunity, she lives her life in Condition RED

MEMBERSHIP OF CELL A

The other two members of cell a don't have that much time for Agent Andrea, much like the others, she's a dangerous but necessary evil, they read her reports, but not in too much detail, people try not to think about what she has to do for the organization.

HER OWN ORIGINS

CIA (?) Some other incredibly secret intelligence agency, perhaps somebody who's a little too closely associated with MJ-12's recruiting grounds for her own good.

A Man according to some sources (mine), a petite woman with red-brown hair and a lethal callousness according to others.

USE IN DG NOW

She's the mysterious third member of cell A that nobody likes to talk about, people have heard of her, but nobody's ever seen her, it's always "that agent in our contact cell that died last year", etc

USE IN EMERALD SHELL

In Emerald Shell, Andrea is a perfect opportunity to show the brutal and callous side of the Delta Green conspiracy, she's there to carry out a 40-year old execution order on a 70-year old man, who was right in the first place. If they're good, they can return him to the fold, stress his value to the conspiracy with his knowledge of their re-emergin foe, etc.

USE IN THE REST OF EMERALD HAMMER

Andrea will probably be taking an increasing interest in the events of Emerald Hammer as it becomes clearer that an adversary has come to light again, she may eventually force Cell A to take note of their re-emergence if our heroes cannot do the same.

SIMULATION STATISTICS

No chance.
High computer skill, psychology, tradecraft, sneak, etc. Good weapon skills, and perhaps 1/2 languages.

QUOTES:

"Terminate the operation. Now."
Zena Marley style.
