EVIDENCE AND LEGWORK

THE EVIDENCE

Once Detective Abeysekera leaves the booth, the players will want to examine the photocopies she's left in her jacket (If they serach her other pockets, they find Menthol cigarettes to take away the smell of corpses, some latex gloves tweezers and evidence baggies, and a spare magazine for her Handgun).

It contains photocopies of the following:

BALLISTICS REPORT

Shell Casings recovered:
.38 special 5 rounds
9mm Parabellum 30 rounds outside	90 inside
12 gauge shotgun	12 rounds outside	15 inside
5.45mm Soviet
5.56mm Nato
The wide mix of ammunition types indicates that both forces were poorly equipped with a mismatch of weapons, implying that they were mostly amateurs.
Due to the distinctive dents on the 5.56mm NATO casings, it is assumed that they were fired from an HK roller-lock assault rifle

Weapons Recovered
A. 9mm Pistol Inside
B. 9mm Pistol Inside
C. 9mm Pistol Inside
D. 9mm Pistol Outside
E. 9mm colt Pistol* Outside

G. Soviet AKSU-74 (Fully automatic)	Inside
The weapons have been tested and match the ammunition found at the site

* The Colt semi-automatic has been tied to the shooting of a Hispanic male drug-dealer, three days ago. The attack is assumed to be racially motivated, as no theft took place.

Cause of Death: Blood-loss due to a large wound in the throat. The weapon used is extremely sharp, 18-24" long, and slightly curved. It is likely to be a martial arts knife of some sort. This child was killed approximately one day _before_ the fire was started.
Location: Found in the basement of the building

ARSON REPORT:

The fire started in two places.
  1. A tear-gas grenade used by the SWAT team on the upper floor of the house appears to have come into contact with curtains, starting a blaze there.
  2. The fire in the basement appears to have started separately, and to have been going for some time when the second blaze was lit. The basement blaze is anomalous in that it was extremely intense, but caused little damage to the surrounding area. It appears to have been extremely high temperature, and partially consumed the body mentioned above.
There is no definite evidence that the second fire cause the rest of the building to catch fire, but it is _strongly_ hinted at it the report. The second fire appears to be "anomalous", lack of spreading, and the extreme initial temperature are odd, along with the lack of an obvious accelerant and fuel source, no residue of jet fuel ( a likely candidate for the temperature produced) was found.

POLICE REPORT - SUMMARY

At approx 22:45, two vans full of members of a neo-Nazi organization calling itself the Aryan Brotherhood, but including members of at least two different neo-Nazi gangs drove to the location, where they left their vehicles, and approached the building. Using an improvised ram, they broke down the front door, and entered brandishing a variety of illegal weaponry and enter.

Two Triad gunmen opened fire on the invading skinheads killing one, and wounding at least one more. DNA samples have been recovered for identification purposes.

In the ensuing gunfight, two neo-Nazi's were killed, as were the two Triad gunmen.
The first SFPD units arrived at the scene at 11:00, where they contained the situation, and awaited back-up.
At 11:05, SWAT arrived, and proceeded to first warn, and then fire on the suspects. One member of the Aryan Brotherhood was killed while trying to escape on foot, and one van escaped.
The house registered in the name of Mr Arthur Choy appears to have been owned by the Kung Lok Triad, ruler of San Francisco's Chinese underworld, and a prime supplier of designer drugs in this area. A large quantity of drugs were present in the house, and some were involved in the fire, EPA personnel and Haz-mat advisors were brought to supervise the clean up. Arthur choy is currently missing.

Aryan Brotherhood Appendix

The Aryan Brotherhood has been a rumour in underground Gang Task Force units for the past two years, despite San Francisco's liberal reputation, their is an underground population of Neo-Nazi's. The Aryan Brotherhood is an "uber-gang" of neo-nazi's, comprised of hard-core members of several other organizations. Total membership is approximately 20. No infiltration has been attempted yet, as no serious crimes have yet been committed.
The Aryan Brotherhood appears to be strictly small time, and limits itself mostly to beatings and threats. No bomb/fire-threats have yet been received.
Related: Race-Crime, Neo-Nazi's, hate-crimes.

Kung Lok Appendix

The Kung Lok Triad (lit. House of Mutual Happiness) appeared in the early 1990's and destroyed/absorbed the cities existing Triads. At this point in time, the head of the Triad has been tentatively identified, but ongoing investigations can gather no evidence to prosecute.
The Triad is rumoured to be involved in many crimes, including extortion, prostitution, Illegal Immigration (Cf. snakeheads), drug supply and gambling.
Related Subjects: Snakehead gangs, Illegal immigration, Extortion, Asian gang unit.

INVESTIGATING THE BROWNSTONE

WHAT HAPPENED HERE?

The brownstone was a three story building (including basement) where the Tong Chemist kept his drugs lab, and when he wasn't busy, read up on the occult. Recently, with the Kitab Al-Azif coming into his possession, he had completely neglected his time in the laboratory, and was about to incur the anger of his boss.

When the Aryan Brotherhood battlewagons rolled into place, the Chemist had just been visited by the Fu Shan Chu in charge of drugs and distribution, plus two of his bodyguards, making a total of five armed men in the house, plus the chemist and his two house-servants (illegals in snakehead slavery). The Aryan brotherhood numbered twelve, but they were less well equipped and poorly trained.

They hit the front door hard, and immediately lost their two biggest men to return fire from the two bodyguards in the hall. The chemist's two remaining guards split up the jobs, one went to the first floor window to shoot the invaders, the other hustled the Fu Shan Chu and the chemist to the car port, and placed them in the reinforced mercedes there. He entered the drivers seat.

The AB were initially taken back, and then poured a volume of fire into hallway, forcing the bodyguards back.

At 22:50, the first 911 call was placed .
At 22:55, the first black and white unit showed up, and the two SFPD officers immediately called for emergency backup before trying to contain the situation.

They came under fire from both sides and were forced to retreat, suffering minor injuries in the process.

At 23:12, the SWAT came on scene, and were deployed at 23:15 utilizing two five-man squads under cover of tear-gas to enter the building where they shot and killed one of the combatants, and forced six more to flee, the scene, they then contained the site and allowed fire-crews to tackle the burning house. Officer Jonathan Meyers investigated the basement and found signs of certain occult practices, but was beaten back by the flames before he could actually recover any "evidence" for his superiors in the Aryan Brotherhood.

After the fire-crews had damped down the house, fire investigators moved in, taking photo's and looking for evidence as to where the fire started. Carl Bradbury, a member of the Fire Department and part-time member of the American Underground Army found the Al Azif as he toured the building with a photohrapher, and stuck it under his flame retardant jacket, but only _after_ the photographer had taken a picture of it.

REMAINS OF THE BROWNSTONE

The Agents are unlikely to find any obvious clues that the Police and Arson investigators missed, they are however likely to invite the interest of the Kung Lok Triad who are keeping watch on the house (two foot-soldiers disguised as homeless people).

The brownstone itself is a burnt-out hulk, the walls are mostly sound, but the roof and floors are very unstable, and could collapse if too much weight is put on them (Keeper's discretion). The sidewalk outside the building has two chalk outlines, and sprayed rings where spent cartridges were found.

CLUES FROM THE BROWNSTONE

  1. The police photographs show an unburnt space in the basement where the Kitab Al-Azif was stolen. The SFFD's arson fire investigator's photo's show a large book with a slightly blackened cover.
  2. The remains of a human sacrifice were discovered in the basement. It had been dead for at least one day before the fire got to it.
  3. Shell casings and bullets recovered from the firefight can be traced to members of the Aryan Brotherhood, although that's not necessarily any use in finding the Al Azif.

[MAP OF THE BUILDING WITH POLICE NOTES]

WHERE DO WE GO FROM HERE?

There are four possible avenues of investigation from here.
  1. Who could have stolen the books?
  2. What would they do with them?
  3. Investigate the Kung Lok Triad.
  4. Investigate the Aryan Brotherhood.
Ideally they'll split up and hunt down these leads in pairs.

WHO COULD HAVE STOLEN THE BOOK

This is probably the most important question to answer because it can determine the location of the book.
Detective Amanda can furnish them with incident reports that names the attending officers from both the SFPD, and the Fire Department.

4 SFPD officers
10 SWAT Officers
12 Firemen on two vehicles,
1 Fire Investigation Officer
4 Forensic Technicians
4 Paramedics.

The list is quite large, and it'll take quite a while to handle the interviews.

Play out a couple of them, have the police officers surly and unresponsive, their professionalism has been called into question by (possibly) federal officers, and they don't like it when their territory is encroached. They demand to see their union rep before any questioning takes place, and they storm out and threaten lawyers on anybody who gets too heavy with them.

The fireman and others are generally responsive, but it's hard to get hold of them, as they spend a lot of time on duty and can't be taken away from their post.

Eventually when the agents appear to be sick of this line of questioning mention that two of the people listed are currently not at work.

ONE SWAT Officer:
and

ONE SFFD Fireman:
This should get them suspicious. The SWAT officer is under suspension for a suspected negligent discharge which led to officer ____________ (A black man) being injured in the Brownstone raids. The fireman has been off work for two days, and has not called in sick. He is not returning his supervisor's phone calls either.

WHAT WOULD THEY DO WITH THE BOOK

A particularly thoughtful team may think about what a potential thief could do with such a mythos tome if they didn't know it's worth. They might think to look for occult and second hand bookstores to see if anybody has tried to sell such a work.
They might even come into contact with Agent ROSENBERG earlier in the game than anticipated.

CLUES:

The agents may surmise that they have competition on this mission, they would be right!

LEGWORK

Legwork is one of the most important parts of any Delta Green investigation, learning about your target, probing for weaknesses, and perhaps finding enough evidence of wrong-doing to have the legitimate civilian authorities do the cell's work for it.
In this operation though, legwork will enable the Agents to find and retrieve the Kitab Al-Azif.
In order to gather each piece of this information, an agent should have to make a skill check of some sort, a library use roll as he searches back-issues, or fast-talk as they beat the information out of a snitch. Each success provides further information, although one source may only be able to provide limited information.

ARYAN BROTHERHOOD

  1. Sounds like an old Nazi propaganda movie.
  2. Racist hate-gang, they beat up gomers, dawb swastika's on Jewish houses, that sorta thing.
  3. They've moved into selling drugs to minorities these days.
  4. They're looking for something on the street and something has them worried.
  5. They're stealing drugs from other dealers, and the tongs want them nailed to the wall.

AMERICAN UNDERGROUND ARMY

  1. Sounds like a lone nut-job, the sort of freak who starts shooting at a school that failed him years ago.
  2. sounds like a group of survivalists.
  3. Yeah, militia-types and gun-nuts, with an impressive name.
  4. Isn't the FBI looking into those guys.
  5. I know where there web-site/meeting-place is.

KUNG LOK TRIAD

  1. There was a Triad war a few years ago, all the Triads were wiped out. Now the mob runs the city.
  2. Except one, the Kung Lok, they own all the oriental crime these days. They specialise in protection and their subsidiaries like home invasion.
  3. The Kung Lok run Chinatown and Chinese street gangs, they don't come out of there turf too often. They have Chinese gangsters, Vietnamese gang-bangers, and even some tribes you've never heard of before they kick your door in.
  4. They're looking for something on the streets, and they're pretty serious about it, a friend of a friend's in an ICU After a beating they gave him. He didn't know anything.
  5. They're searching for members of the Aryan Brotherhood, after they ripped off their drugs. Some skinheads are going to end up being eaten in take-out all over the city.
  6. They're not looking for revenge for the stolen drugs, they're looking for something else that was stolen from them, and they are very eage to get it back.
  7. Their head man is called Uncle Six, you can often find him in the Golden Phoenix restaurant.

Every time somebody asks about the Triad, make a luck roll, if the Agent fails, then the Triad gets to here about their curiosity, this could be good, or could be bad, depending on their actions and attitude.
