I'm now leaning toward putting the Rag-Heads (TM) in NYC,

Remember, the Fate has three levels of authority; Alzis, then
Network, then Lords and Adepts. Start the Mages encountering
Adepts, then becoming Adepts, then becoming Lords as their Arete
gets above three. Their early experiences as Adepts is good
training for coincidental magic, and their dark duties as Lords
call for the more vulgar proceedures.
My take on the Network is that they are exactly that, a Network
for All the major cult leaders. Each Network member has their own
cult of followers outside of the Fate, which functions as a
social club and a "Cult of Cults."
Something else to consider: have two technocracy types working
against your mages, one running the DG cell and one running the
Majestic NRO Speedwagon team, which watches the DG cell and
unwittingly serves as Their backup.

Oh, you wanted something original. I only mentioned the
Underworld
because that's your big ghoul basis in the Dreamlands. So instead
of that, more Gaimanesque? Hmm... And Nyarlathotep has corrupted
the appealing (buopoths and other cuteness, pleasant fantasy
kingdoms) aspects of some of the Dreamlands into oppressive
(fantasy kingdoms under Vlad Tepes, uncute monsters) elements.

Nice... I'll look at Complete Dreamlands 4.0 later tonight and
see if I can hammer together a list of suggested changes. So much
for the Oneiros Option.

I'd opt for the T4, M5, Hlater path. The whole Hypnos/Dreamlands
deal is big enough for its own campaign.

Right now we're still heavy into discussion mode. Everyone should

through the whole city, taking it over. Shades of KULT again, I
know, I know, with the Metropolis theme.
